BUDGET Ot`TLINED FOR 1981-1982 Paris MAt:CHES TRO�ICAUX ET MEDITERRANEENS in French No 1876, 23 Oct 81 pp 2699-2670 [Text] In our 24 .Tuly issue (page 1945), we presented the main lines of the United Republic of Cameroon's budget for the 1981-1982 fiscal year (1 Ju1y-30 June). This budget was the subject of the 81/O1 finance law oi 29 June 1981. The following article give:; a detailed analysis of it. 1 1980-1981 Fiscal Year Receipts for the past fiscal year omounted to ~49 bil.lion CFA francs and expendi- - tures to 246 billiun, compared with the pla.nned 186 billion, an overrun of 60 bil- lion for expenditures (up 32.2 percent). . The increase in receipts stems, fir.:t of a11, from the fact that certain headin~s . had a better yield. For example, taxes and related duties yielded an additiorial 23 b~llion (67.7 bil.lion compared with the anticipated 44.7 billion). Likewise, indirect duties and receipts from services produced more, with a total of nearly 10 hillion. On the other hand, customs dut{p^ yielded slightly less: 91.9 billion compared with t~te estimated 95.4 billia.~.. The other source of the increase in receipts is the carryover of com;nitments; 34.9 billion, including 14 billion in credits carried over for equipment. In other words, the authorities dia not manage t~ follow the ambitious programs they drew _ up for the equipment budgets. In fact, various important projects are delsyed or halted, which worsens b~tt]_enecks. For spending in 1980-198~, some expenditures are lower than expected, for example, for the Office of Presiden*_, the departments of the prime minister, but social affairs
