The purpose of this Letter of Instruction is to identify matters to which I expect the IIIC to give particular attention and tasks which I expect the IHC to accomplish during FY 1976 in support of my Intelligence Community responsibilities. 2. Your committee should focus on how information science and computer and communications technology can extend the capa- bilities of production analysts and enhance the presentation of intelligence outputs for users. 3. The statements of functions and responsibilities as set forth in DCIDs 1/4 and 1/15 continue to apply, but specifically I instruct you to: a. Complete the dissemination portion of the National Imaging Plan (NIPS) in collaboration with COMIREX, and in accordance with guidance from the D/DCI/IC, in time to meet the milestones I have set in my FY 1976 Objectives for the Intelligence Community. b. Promote community efforts in the implementation of the CONTEXT system for analyst use in preparing coordinated reports and for possible USIB conference use in crisis situations. Examine the possible interface of this system with other conferencing capabilities in the community that utilize voice, video and hard-copy communications. c. Continue to stimulate community efforts in the development, test and timely installation of a photofacsimile system for the transmission of imagery in the Washington area. Appraise and report to me through the D/DCI/IC on proposals for developing longer range automated imagery dissemination systems which could affect the Intelligence Community. d. Promote community collaboration and uniformity in the use of microforms, and periodically report the results to USIB through the D/DCI/IC. e. In conjunction with the Intelligence R&D Council and the USIB Security Committee, report to me on the need to develop a community R&D program to provide security safe- guards for intelligence computer and telecommunications systems. f. Monitor the information handling and telecommunications aspects of DoD initiatives to plan for a "Distributed Production Policy. " g. In sequence with internal DoD planning, present for USIB/IRAC consideration a preliminary plan for community- wide internetting that can facilitate the exchange of substantive foreign intelligence materials in automated data bases. h. Review DCID 1/4, "Intelligence Information 1-Iandling Committee, " and DCID 1 / 15, "Data Element and Code Standardization," and provide me with your recommendations, via the D/DCI/IC, on needed revisions by April 1976. i. Support and participate in the IC Staff's continuing program of Intelligence and Operations Watch Centers Conferences. Provide information on community communi- cations networks and facilities and information handling procedures relating to crisis and emergency operations. SLR - LT 4. In carrying out this year's program, you should continue to: a. Act as the focal point for non-DoD intelligence organizations' participation with the system architects in planning for intelligence interfa'.e with the DoD World;='ide Military Command and Control System (WWMCCS). b. Collaborate with DoD in review of intelligence community requirements levied on the Defense Satellite Communications System (DSCS). c. Support and participate with the Intelligence R&D Council in appraising and reporting on plans and actions for developing computerized work stations for foreign intelligence analysts and watch officers which bring together rapid communications; data recall, manipulation and display; and advanced techniques for presenting intelligence. d. Report to USIB periodically on your efforts to improve Intelligence Community data element and code standardization. Represent the Intelligence Community in contacts with the National Bureau of Standards and other standards organizations. e. Maintain a community inventory of foreign intelligence information handling systems, substantive files and related analytical methodologies as a tool for intelligence analysts. W. E. Colby
