Memorandum for Holders-1 USIB-D- 71.11/20 10 May 1976 NATIONAL FOREIGN INTELLIGENCE BOARD MEMORANDUM FOR HOLDERS OF tJSIB-D- 71 .11/20 SUBJECT: Current Intelligence Publications REFERENCE: USIB-D-71.11/20, 12 April 1.976 (Memorandum for US I B Principals) 1. Following consideration of the comments by the USIB Principals on this subject the DCI has approved new arrange- ments for producing the National Intelligence Dail (NID) and eliminating the National me i ence Bulletin ) . The approved procedures for production o the D, which were pre- pared by the Director of Current Intelligence, CIA, after consultation with State/INR, DIA and NSA are attached. These procedures will be implemented as soon as feasible. 2. The Director of Current Intelligence summarizes the essential comments of the agencies and what was done to deal with them as follows: a. DIA concurred in the proposal, and General Tighe recommended that a working group be formed to draft a memorandum of procedure. On 4 May a working-level delegation from DIA met with CIA/OCI on the craft of such a memorandum and reached a mutually satisfactory understanding, incorporated in the attached memorandum. b. State/INR did not object to discontinuing the National Intelligence Bulletin, but believed that the ideal of "full coor ination" for the NID was unrealistic unless additional resources were devoted by INR to this problem. It has been agreed basically to continue for the NID the coordination practice of the former NIB and to adjust the new masthead language of the NID accordingly. NSA concurred; a technical suggestion on dissemination has been adopted. d. Treasury concurred, making some technical suggestions regarding dissemination and classifi- cation. These have been discussed with Treasury representatives, and their requirements have been met to the extent possible at this time. e. ERDA concurred, f. FBI had no comment. g. Army believed the cabled version of the NID "would satisfy OACSI requirements for finished intelligence." h. Air Force agreed with the effort to save money but was concerned by the loss of graphics. General Keegan recommended a review in six months. The DCI has adopted this suggestion. The Air Force's (Acting) Assistant Secretary for Research and Development commented independently; his suggestions do not appear practicable at this time but will be kept in mind. i. Attachment Memorandum for Holders-1 USIB-D-71.11/20 10 May 1976 MEMORANDUM ON PROCEDURES FOR THE NATIONAL INTELLIGENCE DAILY 1. Preparation and Coordination 1. The NID, including its cable version, will be produced by the Office of Current Intelligence in CIA. The content of each day's NID will be discussed at a morning planning meeting; a list of proposed articles will be given to DIA, State, and NSA. 2. Current reporting items for the NID will be prepared in CIA and, except for late items, coordinated with DIA, State, and NSA. Draft texts will be made available to all agencies in as timely fashion as possible. 3. The author will attempt to coordinate fully the current reporting items, but if this is not possible, differing views will be reflected in the text of the item. It is understood that such differences will reflect significant disagreements in interpretation, and every effort will be made to ensure that the reader is aware of the reason (s) for the disagreement. 4. The publication of current reporting items may from time to time be postponed temporarily to per- mit a more complete review by the other agencies. Determination of whether publication can be postponed will be made by the NID editors. 25 CONFIDENTIAL II CONFIDENTIAL 5. Any agency of the community may suggest topics for current reporting coverage and may be requested to prepare texts. 6. So-called "feature" items, carrying a by-line, may be submitted to the NID from any agency of the community, on the understanding that these items will be subject to the same editorial scrutiny and ro i p cess ng wherever they originate. The ultimate judgment as to the appropriateness and timeliness of a "feature" item must rest with the NID editorial staff. 7. Representatives of State DIA d , , an NSA will be avail- able to assist the NID editorial staff in' coordinating items for publication II. Attribution 1. Items of current reportage will not be attributed unless the item is prepared by CIA so close to deadline that coordination with other agencies is not possible. In that case, the item will be identified as a CIA LATE ITEM. Other agencies' may comment on or take issue with CIA LATE ITEMS in subsequent editions of the NID. 2. In those cases where, because of pressure of time, it has been possible to achieve coordination with only one other agency, the item will be so identified if the other agency is one having a major interest--e.g. CIA/DIA LATE ITEM for a late item dealing with a military subject. 3. Each issue of the NID will carry the inscription that it has been "prepared in the Central Intelligence Agency in cooperation with the other US foreign intelligence organiza- tions. Late 4.tems prepared by CIA alone are so marked. Ana- lytical feature articles are attributed to their authors." III. Dissemiration 1. The hard-copy, "newspaper" TKH version of the NID will be disseminated to named principals, and will be retrieved from their offices as at present. 2. The Top Secret Codeword cable version of the NID, including an ORCON supplement for the use of Washingt;:)n head- quarters elements under the ORCON guidelines, and other sensi- tive source supplements as needed, will be disseminated elec- trically to points to be designated by the receiving agencies. 0 The recipients are understood to be free to make whatever departmental use of this cable is consistent with "need to know," and with the appropriate DCID's. To assist agencies in determining how material in the cable may best be used, cable items will be classified by paragraph.
