comments received from NFIB Principals and from
ICS offices on the second draft of the bill, and
on 31 March met with SSCI staffers for a paragraph-

The NSC Staff returned without action the package of
revised NSCIDs sent forward by the Committee on Foreign
Intelligence on 8 September 1976. The NSCIDs are to be brought

Prepared a detailed outline and sketches of suggested
briefing charts in response to a DCI request for materials to
be used in a 45-minute presentation to the President and his

1. Briefed two foreign visitors on structure and functioning

before USAF ROTC cadets at Purdue University on 20 March, and at
a seminar of Industrial College of the Armed Forces students on

ONGOING ACTIVITIES
The Council met on 23 March 1977 and received a briefing on U.S.
Satellite C3 Systems. The objective was to acquaint the Council with
our systems' characteristics and capabilities to compare it with the
Soviet systems, about which they were briefed previously. In addition,
the Council approved the formation of an Electro-Optics Technology
Subcommittee; reached general agreement that the Council would monitor
National/Tactical interface issues and progress; asked for a report on
results of the IHC study on intelligence communications priorities no
later than July; and discussed further the implementation of recom-
mendations of the Analytical Terminals Working Group. More Council
deliberation is needed on the latter item.
The annual update of the Council's Planning Document has been
further delayed due to higher priority work in the print shop. Estimated
publication date is now 15 April 1977.

I. NEW ACTIVITIES
(a) Actions Resulting from Key Intelligence Questions
In a further action to clarify the relationship between KIQ's
and DCID 1/2 priorities for the DCI, OPP traced the development of a
KIQ through the formulation of a strategy report and the ensuing col-
lection tasking. The example used in this instance was KIQ No. 2,
the strategy report developed in response to
this KIQ and an extract from the National SIGINT Requirements List
depicting the DCID 1 ri ti zati on of requirements levied on NSA for

(b) Input to Nuclear Proliferation Report to OMB
In response to a request from OPEI for information relating to
national priorities associated with nuclear proliferation, OPP provided
a synopsis of those DCID 1/2 topics, and their associated priorities,
which can be reasonably related to this topic. This input was base
the candidate and non-U.S. supplier countries listed in the KIQ
Strategy Report. This action, together with total update of DCID 1/2
priorities, has additionally served to illuminate er needed refine-

Following the recent approval of the basic DCID 1/2, worksheet
strawman matrices depicting existing priorities were developed and dis-
tributed for review and update. The regional and functional NIO's, four
DCI Committees (WSSIC, EIC, STIC, and JAEIC), and two task groups headed
by DIA and State are participating in this update in order to assure a
balanced view is applied to priority assignment procedure. Once these
Inputs are received and analyzed, the revised Driorities will be forwarded

On 28 March 1977, provided a comprehensive
briefing to the NFIB on National Foreign Intel l i gence Community Planning
System. The briefing included the proposed establishment of a Community
Planning Committee (draft DCID 1/12) as well as the efforts underway to
revise the requirements categories and priorities in DCID 1/2. OPP/

I. Highlights
a. The Compartmentation Subcommittee completed its work
on a proposed DCID entitled "Compartmentation. " It contains ;a
positive statement of compartmentation policy and limits its appli-
cation to achieve optimum use of intelligence products. The proposal
also includes guidance for decompartmentation of all information which
does not reveal such sensitive details. There are Community objections
concerning the jurisdiction of the Subcommittee in the matters of
compartmentation as well as to the substance of the draft DCID itself.
This DCID will be discussed at the April Security Committee meeting
after comments are received from the SIGINT Committee and COMIREX.
b. The study on compartmentation and secrecy which was
forwarded to the D/DCI/IC for comments has now been returned.
Steps are now being taken to initiate implementation procedures
where possible.
c. A review of classification and compartmentation was
prepared for DCI use in a future meeting with Vice President Mondale.
Contributions were received from ?)IA, Department of State and the
DDO/CIA.
d. Three papers have been prepared for use in the PRM-11
study. These papers have dealt with the measures available to the
DCI for the protection of sources and methods, his role as the
protector of sources and methods and a description of the relationship
between compartmentation and dissemination
II. Work in Progress
a. The Security Awareness Working Group Is currently
developing an outline of security programs utilized in the Intelligence
Community for processing new employees, on-board employees and
terminations.

Countermeasures Working Group, representatives of the

Detailed questions on ADP and Telecommunications
(ADP-T) plans, programs and projects have been levied on
individual Program Managers by the Senate Select Committee's
Budget Authorization Subcommittee. This reemphasizes the
need for comprehensive community-wide planning previously
called for by the PRC(I) and OMB and forecast in the DCI's
Perspectives. The IHC will prepare a report to the PRC(T) --
due in June 1977 -- to recommend short and longer-range
steps for top management to adopt in order to lead the
Community toward the implementation of comprehensive
community-wide ADP-T capabilities. (11)

1. Imagery Transmission System - Washington ITS-W . The

group from civil departments and agencies will also attend.
The theme of the conference is to outline a National Crisis
Operations System and to explore ways to improve information

their ad hoc participation in response to a common crisis
situation . In addition to discussion sessions on the theme
of the conference, participants will receive a briefing on
the IPA facility and the methods for reconstitution of the
government in the event of an emergency. (C)
3. Collaboration with STIC on A raisal of Exploitation
of Soviet f,T Literature. The fllC has joined the I' IC in an
Mort ort to review procedures and methods used by the Intelli-
gence Community to exploit Soviet scientific and technical
information available through open sources. Methods of
collection, distribution, indexing and retrieval of Soviet
scientific material will be reviewed both within the
Intelligence Community and other governmental organizations,
as well as contractor and commercial sources. The object is
to determine whether more intelligence can be obtained from
open source foreign literature through better methods of
collecting and organizing the data extracted in machinable
form. It is anticipated that conclusions drawn from this
sample review will be applicable to other open source
literature intelligence (LITINT). (U)
4. CONTEXT Data Terminals.

terminal equipment against electronic radiation and emanations
(TEMPEST) limits, as required by national security regulations.

5. CONTEXT Voice System. Problems have been encountered
over the past few weeks with the addition to the network

problems. They have also kept the NSA involved
and informed as required. OC agrees that work on this phase
of CONTEXT may require several weeks in order to perform
the services and testing needed to assure that all stations

6. II-IC Telecommunications Working Group. The IIIC activity
to coordinate the Community in developing a prioritized
analysis of intelligence user requirements for satellite
communications is well underway, as is a companion study by
the Defense Telecommunications, Command and Control (D'I'ACCS)
organization to examine alternative communications capabilities.
IHC and DTACCS representatives are working in close coordination.
A status report was provided for the IR$D Council in February
and again in March 197 7 , Other reports are planned for May
to the WWMCCS Council and the PRC(I). A further report to
the IR&D Council is due in July. Intelligence agency-validated
crisis communications requirements are due in from the four
principal II-IC sub-working groups in April, and our current
monitoring of their progress indicates that the schedule should
be met. These inputs from the major system program managers
will then be reviewed by representatives of the intelligence
producing community. (S)
7. Community ADP and Telecommunications Planning. The Congress,
the OMB, and the PRC(I) have all ma a known their deep concern
about the current and future status of ADP and Telecommunica-
tions (ADP-T) throughout the Intelligence Community. During
March, a long and detailed series of questions has been
addressed to Intelligence Program Managers by the staff of
the Budget Authorizations Subcommittee of the Senate Select
Committee on Intelligence. This source has also directed the
following question to the D/DCI/IC (ltr dtd 29 March 1977) :
"What are the programs and issues to be addressed
in FY 1978-79 by the Information Handling Committee?"
An 18 January 1977 letter from the Director OMB advised that
O4B would direct particular emphasis this year to the following:
"The Intelligence Community should develop a
coordinated approach to the development of computerized
data bases that maximizes the rapid and free flow
of information vital to the quality and timeliness
of the intelligence product and minimizes the dupli-
cation in both data files and ADP equipment."
During the past month, the IHC Staff has been active in
drafting a tentative program outline to address these large
issues. A full meeting of the IHC has been set for 6 April
to work out task assignments and an action program. A
summary appraisal of this problem has been submitted for
inclusion in the NSC-directed PRM-11 study of Intelligence
Structure and Missions. Status reports on this issue are

A. Congressional Hearings
1. During February and March OP13D supported the
appearances of the DCI and D/DCI/IC before the Senate Appro-
priations Committee and the 1)/DCI/IC before the House Armed
Services Committee, the Senate Select Committee (Intelligence)
and the House Appropriations Committee. Those appearances
entailed the defense of the FY 1978 NFIP budget preliminary
to the appearance of the program managers. (OPBD/A11)
2. All OPBD program monitors and evaluators attended
at least one of their prime budget hearings and assisted in the
process of answering questions for the record as a result of the
hearings. All answers to questions were cross-referenced to
insure consistent answers to all Congressional committees.

E. Intelligence Community_ Posture on Cuba
Participating in comprehensive Community review of
U.S. intelligence posture against Cuba with the NIO for
Latin America. The review will include: identification
of intelligence needs, evaluation of collection performance,
study of special collection opportunities, and development
of a collection strategy.

F. Space Policy PRM
A revised version of the draft PRM was received
for comment. A memorandum containing the DCI's comments
on this draft was prepared and transmitted to the NSC.
Preliminary planning for the response to this PRM is

issued on 28 March 1977.

2. Revised FOCUS Review Procedures. The 1IRC is
developing revised procire 'for 5 e conduct of the 1POCi1S
Review Program. The new procedures are designed to make
FOCUS Reports more meaningful to US Missions abroad in the
improvement of intelligence collection efforts. The new
procedures would clearly define the role and contribution
of NIOs to FOCUS, thereby making the FOCUS Reviews mere
consistent and balanced in content.
C. ONGOING ACTIVITIES

1. National Foreign Intelligence Plan for Human Resources
(NPIIR) . The chit plan now is circulating among the depart-
ments and agencies represented on the IIRC for final approval
and is expected to be sent to the DCI for approval. shortly.
Accompanying the request for approval is a recommendation that
the plan be distributed to the NFIB for noting and advice.
2. National Guidance and Ree uirements Program. The
Guidance and Requirements Subcommittees l as begun its initial
draft. The Program would establish procedures for the
formulation, coordination and issuance of timely guidance
and requirements for the collection of intelligence infor-
mation from human sources in support of selected national
needs.

of the compendium of training courses is at the printers
and is scheduled for distribution in the next week or so.
The courses in the compendium are those conducted by the
intelligence and foreign affairs communities which are
deemed of interest to human resources reporting officers.
7. lchophysiologi.cal Stress in Speech. The Chairman
of an EIRC Research and Uevel opmen' Subcommittee task force
is canvassing interested agencies for funding support of
the voice stress proposal. The National Academy of Sciences
is prepared to begin the required studies as soon as
funding is available.

A. PRM-10: Net Assessment of Intelligence Capabilities
Prepared Terms of Reference for this task which will review and
analyze past, present and possible future trends in US and Soviet intelli-
gence collection capabilities against worldwide targets. An OPEI task force
has been formed to coordinate the Co munit 's effort. Preliminary report

B. Nuclear Proliferation Data Base

The strategy report for KIQ-5 (Nuclear Proliferation) assigns to
the IC Staff, in collaboration with the NIO/NP, the task of developing
specifications for an all-source data base for nuclear proliferation intelli-
gence. A Data Base Working Group for Nuclear Proliferation (DBWG/NP) was
established for this purpose, chaired by the Chief, PAID and composed of
representatives from CIA, DIA, ERDA, NIO/NP, State/INR and JAEIC. The initial
concerns of the w rking group are: defining the data base'issues; developing
a coordinated Community plan for resolving these issues; ensuring there is
no unnecessary duplication among Community elements in data base activities.

C. Technology Transfer
PAID continued its survey of intelligence production in the field
of technology transfer. An outline of the major questions to be answered
in connection with technology transfer to the Soviet Union was received
from the Analytical Support Center (Mathematica). Action Officer: PAID/
D. DIA Mission and Manpower Analysis
As part of PAID's ongoing review of DIA mission and manpower,
prepared an analysis of the Agency's needs for civilian supergrade positions
and exemption from certain Civil Service Commission regulations. Analysis
is to be forwarded by D/DCI/IC to DIA. Action Officers: PAID
E. Nuclear Proliferation Intelligence Report to OMB
OMB has requested the IC Staff to make a review of its nuclear
proliferation intelligence activities and develop a coordinated plan by early
April 1977. A draft of the review has been prepared and is currently in
"review for comment" by appropriate elements of the Community. The main
objectives of the report are to inform OMB of the current nuclear prolifera-
tion intelligence activities and plans of the Community, and to highlight
the salient proliferation intelligence issues, namely, the Community division
of labor and the nature and status of the data base required. The review
will be circulated to ;4FIB members before dispatched to ONB. Action Officer:

Based on comments received from Toni Latimer, a revised Memorandum
of Understanding (M/U) was prepared and forwarded to him. If the SecDef
and C/JCS informally approve the M/U as currently drafted, the DCI would
forward it for signature, Once signed, the relevant information would be
incorporated in the National Intelligence Situation Report procedures which
would be forwarded to NFIB rincipals for concurrence. Action Officers:

DIA held a status report meeting on 4 March to discuss the findings
of those elements assigned action on General Vessey's proposals. A written
report is being prepared and a copy will be provided to the IC Staff, Appro-

expected from the new Administration has been reviewed and the infurination
will be provided to HRD for inclusion in their study of Sub-Saharan intelli-
