Guidance and instructions for the Key Intelligence Questions Evaluation Process (KEP), as briefed in concept form to the 19 January 1974 USIB meeting, have been circulated to the Board and to the Intelligence Resources Advisory Committee. 2. You will note in the forwarding memorandum that the Director indicated an IC Staff team ha~ been de si nated to provide briefings and amplifying instructions. of my staff will be in touch to elicit your require- ment for these briefings. 3. In view of USIB's previous exposure to this subject, our preference would be to complete the briefings initiated by the Director prior to scheduling any further USIB discussion of t~e Evaluation Process, as suggested by the Exrcutive Se9Tetary\'s covering memorandum.
