We are fighting inflation on many fronts, and I am determined to. succeed in this struggle. One thing we must do is eliminate excess Federal spending, and I want you to turn your full attention to achieving the outlay goal in your 1976 budget guidance. We are aiming for budget balance in 1976. To achieve balance, we will have to reduce 1976 outlays by well over $10 billion from the level they could reach without your special effort. In many areas, this will require that we propose legislative cuts to the Congress with our 1976 budget. I urge you to examine every dollar of your Agency's budget to find where we can restrain undue growth and even cut back or eliminate programs that are not worth the taxpayers' dollars. Nothing is more important right now to the American people than restraining inflation. We must do our part by controlling Federal spending; with your help, we can achieve a balanced budget in 1976.
