MEMORANDUM FOR: Chairman, Intelligence Resources
Advisory Committee (IRAC)
SUBJECT : Progress Report on IRAC Working
Group Activities
1. At the 6 March 1974 IRAC meeting, the Working Group
was charged to develop and present to IRAC a series of Cross-
Program Resource Packages to enable that body to consider
intelligence resources from a functional orientation, The Working
Group proposes to brief progress in this area to IRAC at the
20 May meeting.
2. At the same meeting, the Chairman also stated his
intent to "identify the important specific program issues requiring
a decision this year . . . " and ". . . proposed that the IRAC
Working Group monitor the issue studies and integrate their
results for use by the IRAC". An interim progress report, to be
circulated to the IRAC membership, was specified. This memo-
randum presents that report. This subject will also be covered
in the presentation to the IRAC at the 20 May meeting.
3. In order to direct appropriate emphasis to this effort,
the Working Group established an Issues Sub-Group. The Issues
Sub-Group's membership is drawn from the staffs of IRAC
principals, and includes as observers representatives from the
intelligence program managers.
4. The membership has identified a series of issues and
analyses currently under way by the Services, Program Managers,
and the Intelligence Community Staff, which are of appropriate
magnitude for review by the IRAC Working Group, and subsequently
by IRAC. These are summarized below.
