1. The attached memorandum from the Chairman of the Intelligence
Research & Development Council is circulated for the information of
IRAC.
2. I memorandum states that he intends to report to the
Chairman on a quarterly basis regarding the accomplishments of the
R&D Council in satisfaction of the objectives for the intelligence community
set forth in Mr. Colby's 6 September 1973 memorandum to the President.
