Annual Report to the NSC on the Status of the Foreign Intelligence Program REFERENCE : Memorandum from Executive Secretary dated 7 July 1960 (USIB.-D-.3. 2/6) In accordance with the request of the reference, there is given below a report of the Security Committee cast in generalized statements and conforming where appropriate with the provisional outline given by the reference. I. Organization, Integration, and Coordination. Increased Unification of Community. The Security Committee prepared and the USIB approved a Presidential Directive by which certain actions were called for within the community to prevent the disclosure of clas- sified intelligence except to properly authorized recipients. The President signed this Directive on 23 May 1960. On 21 June 1960 the USIB approved "Agreed Guidance for the Implementation of the Presidential Directive on Disclo- sures of Classified Intelligence" and subsequently, this paper was transmitted to the addressees of the Presidential Directive and to the members of the United States Intelligence Board. This agreed guidance was a coordinated approach by the Approved For Release 2006/01/17 : CIA-RDP82M00097R000300010014-3 SECRET Approved For Release 2006/01kglEFtIDP82M00097R440300010014-3 Security Committee for the purpose of uniform implementa- tion throughout the community of the actions required by the Presidential Directive. Significant Developments in Coordination. The Security Committee has developed procedures and techniques for carrying out those investigations authorized by the DCI with the concurrence of the United States Intel- ligence Board as concerns unauthorized disclosures of intelligence information. Ad hoc working groups have been established to exchange investigative data, leads, sources and other. information pertinent to the investigation. This degree of cooperation, in effect, pools the investigative talents of the intelligence community and the timely ex- change of investigative information has permitted a far more thorough investigation than would normally be the case. In addition, the development of research and analysis techniques has been economical in eliminating unnecessary investigations of those cases determined to be not actual unauthorized disclosures. The Security Committee is currently revising the ex- isting DCID 11/2, "Control of Dissemination and Use of Intelligence and Intelligence Information" in order to effect a system of dissemination controls which will be acceptable to and adopted by all members of the intelligence community. The preparation of a final draft involves a detailed and ex- tensive study in view of current dissemination practices which are, in some instances, unique within each depart- ment and agency.
