In many important respects, NIE 33-56 has help up well. Its chief deficilancy was its estimate of the prospects for stabilizing the Turkish economy. The govern~rn.ifailed to take the necessary steps to put Turkey's economic and financial affairs in order, as the estimate indicated it was probably prepared to do. As a result, economic Onditions deteriorated to a degree not foreseen in the estimate. The overestimate of the prospects for economic stabiliza- tion resulted in an underestimate of the degree of economic deteriora- tion and accompanying popular discontent. 2. The estimate also failed to foresee the Menderes adminis- trations' readiness to resort to repressive measures against the op- position--in great part a result of the government's increased vulner- ability to opposition criticism of its economic policies. 3. The deterioration in Turkish-Greek relatio s as a result of the Cyprus !controversy has been more serious than WIE 33-56 indicated it would be.
