1. The Board of National Estimates recommends that, when a
member of the United States Intelligence Board proposes the release
of a national intelligence estimate to a friendly state
he should address a memorandum to the Executive
Secretary of the USIB noting the following:

a. The foreign government and, wherever_poss'.ble, the
officials thereof who should receive the estimate, and the
method of transmittal (see paragraph 2 below);
b. An asserta.on that such release is in the national
interest and the rationale therefor;
c. A recommendation as to the particular. respe:;ts in
which the estimate should he sanitized;
ci. An evaluation of the damage to United States'interests
and security if the document falls`nto the wrong hands.
2. The Board of National Estimates also recommer7ds that:
memorandum should be sent overseas.--one copy to be f.:rn'.shed
to the recipient designated by the USIB requestor and the other
copy for the CIA Chief of Station to pass in appropriate cases
to the Chief of the relevant foreign intelligence Service. The
