1. The attachment to the enclosed memorandum on this subject
from the Chief of Staff, DIA, is forwarded herewith for USIB con-
sideration. This paper was prepared at the request of Assistant
Secretary of State Bundy by an ad hoc interagency working group
which included representatives from DLA, CIA, NSA, State, and the
military services. It was based initially on a recent NIC study
which was prepared for the Watch Committee.
2. It is planned to place the attached report on the agenda for
.Board consideration at its meeting scheduled for 9 February 1967.
