USIH -D -24.7/ 5 of 17 August 1967, which is the report of the Ad Hoc Interagency Committee to prepare documentation f Co_-mnunis Use of Cambodia in Support of the War In South Vietnam, makes no reference to the CIA Clandestine Services reporting on this subject. This omission, together with several specific references to clandestine reporting such as that contained in paragraph 3 of Mrs. Colbeert's covering memorandum, lead the reader of these USIB documents to the conclusion that there is no CIA clandestine coverage of the Cambodian target. As you are well aware, the Clandestine Se-,Vices in making an increasingly substantial effort to cover the VG/NVA use of Cambodian territory in support of military operations in South Vietnam, and the CCPC has made three studies on this subject, with all of which you are familiar. It is my understanding, ho~ ever, that the Ad Hoc Interagency Committee has concentrated on a narrow phase of VC activity, namely, the use of the northeastern portion of Cambodia for bass areas and for infiltration, and that intelligence- wise this area is covered by the military. The Clandestine Services is not, therefore, being either overlooked or omitted due to paucity of reporting. On the other hand, it would appear to me that just tit the interest of keeping the record clear, if for no other reason, some mention might be made of this fact. I should suggest that you might make sorr.e state- ment during the course of the USIB discussion of this report and request that such statement be made a part of the USIB approval of the report. Your statement might be along the following lines. It should be noted that CIA Clandestine Services reportin was not included in the report of the Ad Hoc Interagency Committee due either to the sensitivity of its sources or to the fact that the military services conduct intelligence collection operations against the specific phases of this target which are addressed by the Interagency Committee report. As Aar bean noted in CCPC reports submitted to the USIB,(USIB -D -64. 06/30. 23 February 1966, USIB -D -64.6 / 36, 11 August 1966), the Clandestine Services of CIA is making an extensive effort to cover various aspects of the VC/NVA use of Cambodian territory in support of Communist operations in South Vietnam, and has provided a quantity of valuable reporting on this subject.
