SUBJECT: Information on CODIB-Sponsored Research Studies
REFERENCE: USIB-D-27.1/22, 20 November 1962
1. Attached, in res;potnse to referenced document, are summaries of
relevant studies or developmental efforts sponsored directly by the Committee
on Documentation (CODIB).
2. Efforts to develop Community standards in report formatting, docu-
ment or information indexing, and multi-million dollar information systems
design are stimulated by CODIB catalytic action and, in turn, may lead to
departmental R&D or formal study; the3e departmental activities are
reflected in some detail In the rather voluminous appendices to the CODIB
Annual Report (CODIB-AR-4, 31 July 1962) but would appear to be outside
the scope of this request.

a. Subject of Study: Study of USIB Information Processing Problems;
specifically, to prepare guidelines for the development of informa-
tion processing facilities in the Community, seeking to establish
and define long-range goals, with particular emphasis on con-
siderations attending the use of automatic data processing and the
development of compatible systems.
b. Authors : USIB-M-163 of 11 July 1961, item 6 which approved the
amended Terms of Reference (USII-D-39.7/1 Final, distributed
24 July 1961). The Study may result in continuing exploration
under Stage II planning.
c. Grow Preparing Study: The ad hoc Staff for the Community Information
Processing Study (SCIPS), with a Director from CIA and repre-
sentatives from other USIB agencies.
d. Authority Approving and Issuing the Study: The USIB Committee on Docu-
mentation (CODIB) will Issue the SCIPS study; approval of its
recommendations will be sought of the USIB.
e. Intended Recipient, The latelligence Community. plus those other U.S.
Government components with which the Community's information
processing activities are, or should be, closely linked.
t. Planned Completion Date: 1 June 1963 for the Stage I plan (USIB--D-39~ 7/3
as approved by USIB-M-202, Item 3) which calls for 1) determination
of information needs and ;.resent capabilities In automated systems;
and 2) identification and measurement of present information move-
ment and repositories within ngn-automated processes.

represented, although not yet to the degree originally planned. Ov-
site surveys to gather basic data are continuing, hampered temporarily
by the recent need for maximum attention to Vie Cuban crisis and by
the need to re-design or modify some of the field survey procedures.
The end result will probably be adherence to the planned completion
date of 1 June 63, but with cut-back in the number of components
visited for on-site data accumulation.

21 Dee 196x7. This is a one-time R&D effort.
