The United States Intelligence Board at a recent meeting reviewed
your proposal of 7 January to include certain intelligence community
participation in your experimental program for applying modern data
processing equipment and techniques to the early warning problem.
Board members, both within their separate organizations and
through their Committee on Documentation, for some time now have been
conducting studies looking toward the possible application of these methods
to intelligence problems, including that of early warning. As a result,
there was particular interest in your proposal and various Board members
expressed their intention of designating representatives to participate
in the SAC program.
The Board shares your feeling that such participation should prove
mutually beneficial to the SAC program and to the intelligence community.
In this regard, the Board members will make every effort to select
representatives whose background and experience will enable them to
make a positive contribution to the program. As soon as the interested
agencies provide the names of their representatives the Board will
forward a consolidated list of those nominations to Colonel Gould.

SUBJECT: Experimental Program in Data Processing Related to
Intelligence Warning Problem
1. The attached memorandum from General Schriever outlines
an experimental program to be undertaken at SAC headquarters in
Omaha for the purpose of applying modern data processing equipment
and techniques to the intelligence warning function, and proposes
liaison representation of high technical competence on the part of
the intelligence community.
2. This matter will be discussed at the USIB meeting of
12 January.

Dear Mr. Dulles:
1. Since the advent of the general purpose digital computer, the Air
Force has been interested in possible applications of such machines to
the solution of intelligence data handling problems. With this objective
a research and development effort, including several studies and limited
experiments, has been pursued. The program has now reached the
point where a more extensive experiment relating to one particular
aspect of the intelligence problem is to be undertaken.
2. Specifically, it is planned to conduct an experimental program at
SAC headquarters in Omaha for the purpose of applying modern data-
processing equipment and techniques to the intelligence warning
function now being manually accomplished. While there may be some
aspects of the particular problem which are peculiar to SAC's re-
quirements, I believe that there are general principles involved which
are of wide interest. For this reason, I feel that liaison participation
by technically qualified representatives of USIB. member organizations
can be of common benefit to the intelligence community. The intent
is for these-technical representatives to gain and carry back to their
organizations first-hand knowledge of the experimental program.
Additionally, I hope that these technical representatives can make a
valuable input to the effort.

3. The. experiment will probably run for the better part of a year.
The starting date is dependent upon computer and related equipment
availability with current estimates for about April 1960. More
specific details regarding the technical aspects will be provided as
soon as possible. In the meantime, I have established a staff focal
point as follows:

4. In my judgement, the value of the technical participation along the

participate has been established, I will undertake to establish direct
working relationships with these agencies.
