SUBJECT NASA. Support to the Intelligence Community
REFERENCE . DCID No. 3/4, 3 February 1959
1. A memorandum on the subject from the Chairman, USIB is
circulated herewith as Attachment A.
2. In accordance with the Chairman's request in paragraph 2 of
the attached memorandum, USIB members are requested to indicate their
concurrence or other views with regard to the following amendment of paragraph
5 of DCID No. 3 /4 (additions underlined):
"5. Membership of the Guided Missile and Astronautics Intelligence
Committee.
"The GMAIC shall be composed of designated representatives of
the Intelligence Board departments and agencies and of the National Aeronautics
and Space Administration. Other departments and agencies. may be invited by
the Chairman to participate in the work of the GMAIC as agreed by the Commi-
ttee. "

3. Board members are requested to indicate their action with regard
to the revision of DCID 3 /4 in paragraph 2 above by completing and returning
the vote sheet in Attachment B to the Secretariat not later than close of business
1 March.

MEMORANDUM FOR THE UNITED STATES INTELLIGENCE BOARD
SUBJECT: NASA Assistance to the :Intelligence Community
1. The National Aeronautics and Space Administration (NASA) has
expressed a strong desire to assist the intelligence community in
those areas related to their operational responsibilities in which
they have a significant contribution to make. Their principal area of
interest is that covered by the Guided Missile and Astronautics Intelli-
gence Committee (GMAIC) of the U. S. Intelligence Board, and I propose
to invite NASA to send a fully accredited, voting member to GMAIC. Of
course, there will also be times when NASA will wish to present matters
of broader concern to the USIB itself, and I would invite them to do so.
2. Accordingly, I am asking the Executive Secretary to take
appropriate action to revise, with the concurrence of the USIB members,
the existing directive on the membership of GMAIC.
3. For its part, NASA proposes to make its considerable technical
resources available for the solution of intelligence problems. Their
resources are extensive and in some cases unique, and should contribute
both to the analysis and evaluation of intelligence data. They propose
to bring these technical resources to bear on a selective basis,
starting with a small analysis group drawn from the APOLLO (manned
lunar landing) office. Other NASA centers and activities will partici-
pate as required to study specific scientific and technological matters.
4+. The Central Intelligence Agency will undertake to provide
facilities for this initial group at Langley, and will support the
development of an appropriate security program within NASA which will
facilitate the participation of other centers and individuals when
required.
