MEMORANDUM FOR: Director of Central Intelligence
SUBJECT Annual Report of the USIB Committee on
Documentation (CODIB)
REFERENCE USIB-D-39.3/10, 17 Oct 66
1. This memorandum is for your information. It touches
on a few background points and summarizes my views of the
significant points or implications of CODIB's Eighth Annual
Report.
2. It is CODIB's mission to promote means by which the
Community can best use information of intelligence value
(DCID 1/4).
3. Referent report covers CODIB progress on its two
primary current assignments. One stems from the USIB action
of 29 April 1964 calling for nine studies. USIB has approved
three and is now considering the fourth. The remainder have
been reviewed by CODIB and undergoing revision.
4. The second assignment stems from the President's
Foreign Intelligence Advisory Board. Two reports are called
for:
an assessment of the needs of the Community
for training in information systems analysis
a plan to develop an experimental Community
network which would permit an analyst in one
agency to use automatically a computer file
in another agency by means of a desk console
Here again, task team reports are under revision. We should
have something for USIB on each within the next 60 days.

5. Such progress as we have made this year can be
attributed largely to the four-man full-time CODIB Support
Staff which serves to backup the part-time task team members.
Full-time help will continue to be necessary to develop the
standards required to implement some of the recommendations
which have been or are likely to be directed by USIB.
6. I have been encouraged by the recent addition in PPB
of a CIA Information Processing Staff. For the first time we
have a focal point, at the proper echelon within the Agency,
which can arrive at authoritative Agency positions. The next
logical step would be to provide a Community counterpart in
NIPE whose head would serve as full-time CODIB chairman.

Documentation (CODIB) and its attached Appendices are forwarded
herewith for information of Intelligence Board Members.
2, It is not now planned to schedule this report on the USIB agenda
for discussion unless specifically requested by a Board Member to do
so prior to close of business 31 October 1966, In the absence of such
a request, it will be considered for record purposes that USIB "noted"
the subject report on that date.

A. Authorization
The USIB Committee on Documentation (CODIB) operates under DCID
1/4 (New Series) dated 23 April 1965.
B. Scope
This report covers CODIB activities during Fiscal Year 1966. A
checklist of documents issued is attached as Appendix A. Membership at
the end of the reporting period is given in Appendix B. New developments
in information processing in individual member agencies are reflected in
Appendix C.
