1. The attached CODIB -proposed statement of USIB policy regarding
release of intelligence to contractors is a revised version of the earlier
draft statement on the subject which was submitted in reference (f) for
USIB consideration and vote sheet action.
2. Board action on reference (f) was not completed however, through
that procedure, since several Board members in their vote sheet response
on the paper either proposed amendments or expressed reservations to the
draft statement, as initially circulated. In light of that circumstance the
Secretariat requested the Chairman and members of CODIB to review the
proposed changes in the paper in consultation, as appropriate, with their
respective Board principals, to obtain USIB concurrence in those amendments,
if possible.
3. The results of the supplemental CODIB action above are reported
in Mr. Borel's memorandum which transmits the attached revised paper. As
recommended therein, the subject matter will be scheduled on the agenda of
an early USIB meeting (probably that of 27 February).
Board action; Agreed that existing policy
statement on subject (USIB-D-39. 5/2,
10 Nov 1959, Final) should not be revised
at this time (see USIB-M-259, 27 Feb 1963,
Attachment item 3).

1. The attached proposed USIB policy statement on the release of intelligence
to contractors has been agreed to by the members of USIB (or their representatives)
except the State Department member, who has in effect asked to have Foreign
Service reporting excepted from the force of this policy (see footnote to para. 3).
2. Inasmuch as the State position goes well beyond the immediate issue and
vitiates the effect of DCID 1/7 (Controls for Dissemination and Use of
Intelligence and Intelligence Information), I recommend the matter be placed
before the Intelligence Board.
