Plans-for New Periodic Foreign Intelligence Publications" 1. The attached revision of subject document incorporates the amendments approved by the Intelligence Board at the 2 May meeting (USIB-M-153, item 9), and should be substituted for the paper previously circulated. 2. In the light of Board concurrence in this proposal each USIB agency and the Coordination Staff are requested to take appropriate action to implement the. Board-approved recommendations as set forth below: "a. Each agency planning a new periodical foreign intelligence publication in the Washington headquarters area should advise the Coordination. Staff of its plans prior to initiating the publication. "b. The Coordination.. Staff should study whether the new publication would duplicate any existing periodicals and seek. to eliminate any such duplication in consultation with the. interested agencies, reporting to the Director of Central Intelligence, who, if there is any disagreement, will consult with. The United States Intelligence Board (USIB) in the reference action agreed: (a) that the Ad Hoc Committee on Foreign Intelligence Publications be dissolved and (b) that approximately one year from this date the Board would consider the advisability .of re-examining daily intelligence publications disseminated widely at the SECRET level. 2. While this action will provide an. annual reconsideration of daily SECRET publications, it would appear, desirable to have some means of coordinating plans for any new periodic intelligence publica- tions in the Washington headquarters area to ascertain, prior to their initiation, whether they may duplicate any existing periodic publications. 3. I believe that this would be an appropriate function to assign to- the Coordination Staff, with the cooperation of USIB member agencies in reporting plans for any such new periodic publications to that Staff prior to their initiation. The Coordination Staff could promptly review any similar existing periodic publications to ascertain whether: a. The proposed new publication duplicates in any significant respect any existing periodical. b. Modifications, if necessary, in existing periodicals could obviate the need for the proposed new publication. c. The new publication might better replace an existing publica- tion or some parts thereof. The Coordination Staff could then advise the agency planning the new publication of its findings. If no duplication was involved, the agency would proceed with its publication. If duplication appeared to be involved, the Coordination Staff would seek a satis- factory solution, or, if there were disagreement, refer the problem to the Director of Central Intelligence for decision in consultation with USIB . 5. Accordingly, it is recommended that the USIB agree that- a, Each agency planning a new periodical foreign intelligence publication in the Washington headquarters area should advise the Coordination Staff of its plans prior to initiating the publication. b. The Coordination Staff should study whether the new publica- tion would duplicate any existing periodicals and seek to eliminate any such duplication in consultation with the interested agencies, reporting to the Director of Central Intelligence, who, if there is any disagreement, will consult with USIB, (Signed) ALLEN W.
