In a memorandum.to the President's Board of Consultants on Foreign Intelligence Activities (Reference A) the Chairman, USIB, transmitted Part II of a report on foreign intelligence publications and added that the USIB Ad Hoc Committee on Foreign Intelligence Publications was being continued. ''for the purpose of studying the feasibility of establishing a joint intelligence daily". In a memorandum attached to Reference B the President's Board noted with approval that "the USIB is exploring the feasibility of establishing one joint intelligence daily to supplant the thirteen dailies now produced independently". The dailies referred to by the President's Board are those listed on Pages 3-6 of the attachment to Reference A. 2. Since preparation of this list, the Army has suspended publication of its Daily Intelligence Bulletin, and produces its Special Intelligence Bulletin Limited'DistriUution so infrequently that IT _n6 longer ae conidered a daily publication. Of the eleven existing daily publications considered by this committee, eight are designed for particular, non-duplica- tory purposes. The Central Intelligence Bulletin is a limited distribution publication designed primarily for White House use. The Joint Staff Intelligence Brief, the Army ACSI Daily Brief and the Air Force Chief of Staff's Intelligence Bulletin are essentially briefing papers for principal military officials. Soviet 'Meet Activity and Soviet Merchant Marine Summary are Navy cables to the fleet dditionally, CIA lis es a Timi~= ted-distribution supplement to its Current Intelligence Digest and State issues a limited- distribution selection o reports in he diplomatic field, without evaluation or analytical comment. 3. The three remaining widely disseminated daily publications are the CIA Current Intelligence Digest, the Air Force Selected Intelligence Reports and Briefs, and the Navy O VI Bulletin. The committee believes that only these three might be considered for consolidation, and that they could be reduced to no less than two because of the special need for military selection and interpretation of intelligence items. The committee understands that consoli- dation of military publications already is being considered.
