1. The CIA Member of USIB has proposed in the attached memorandum
that, instead of the actions recommended by CODIB in the reference,
USIB "refer the CODIB report to the new USIB committee on information
handling when established for its use and further consideration."

2. Board members are requested to advise the Secretariat by close
of business 8 September of their concurrence in or other views on the
alternate USIB action proposed by the CIA Member.
At th request of the Chairman, IHC the subject
re rt is dropped from further USIB action based
upon a recommendation by the Research and
Development Subcommittee of the IHC which
feels that it is outdated and would require
extensive rewriting. (see USIB-M-538, Secretary'

SUBJECT: Committee on Documentation Report on Intelligence
Data Handling Research and Development, USIB-D-
39.7/23, 16 August 1967
Following the USIB meeting today, I discussed with Mr. Denney his
vote sheet action on the reference CODIB paper. I said that I understood
he had talked with after he had signed his vote
sheet.
I explained that had told me this morning that, rather
than wait for the impending Presidential Directive, he was planning to
meet with his ad hoc group on the papers he was preparing for the Board
concerning (1) objectives in the intelligence information handling field and
(2) a revised DCID to create the new committee. Both of these papers will
deal with the subject of research and development in this field.
General Taylor now plans to have these two papers available for me to
circulate to USIB next Thursday and to schedule on the Board agenda for
the 28 September meeting (two weeks from today).
I therefore asked Mr. Denney if he would be willing to have us record
his agreement with Admiral Taylor's proposal to refer the reference CODIB
report to the new committee when established, with the understanding that
the discussion Mr. Denney wanted the Board to have could best be conducted
in its consideration of two papers.
Mr. Denney said that he was agreeable to this procedure.

2. Comments to amendments:*
It is agreed that any implementing actions may be deferred to successor
mechanisms resulting from the proposal for a new Committee or the
impending Presidential directive. However, we believe that USIB should
at this time deliberate the validity of the original USIB requirement
noted in reference and the principal findings of the CODIB Task Team.
The result of this deliberation would be USIB guidance to the successor
mechanism and grist for the formulation of terms of reference for that
mechanism. We therefore recommend that this item be put on the USIB
agenda at an appropriate time.
