This is a progress report on the staffing of SCIPS. 2. A tabulation of departmental personnel commitments reflected in references and their fulfillment to date is attached as TAB A. 3.. A roster of individuals now assigned to SCIPS and their date of reporting is attached as TAB B. 4. As can be seen from the attachments, CIA, Army and Air Force, have now fully met their commitments to furnish staff personnel on a full- time basis. DIA, Navy, NSA, BuBudget and NBS have assigned personnel on a part-time basis. State has not participated on either a full or part- time basis. 5. Your attention is invited to the fact that part-time representation is generally unsatisfactory.
