The attached progress report on the staffing of SCIPS is
forwarded for information and such action as each Board member deems
appropriate on the request of the Chairman, CODIB, contained in
paragraph 6 of his memorandum.

SUBJECT: Staff for the Community Information Processing
Study (SCIPS)

1. This is a progress report on the staffing of SCIPS.
2. A tabulation of departmental personnel commitments reflected in
references and their fulfillment to date is attached as TAB A.
3.. A roster of individuals now assigned to SCIPS and their date of
reporting is attached as TAB B.
4. As can be seen from the attachments, CIA, Army and Air Force,
have now fully met their commitments to furnish staff personnel on a full-
time basis. DIA, Navy, NSA, BuBudget and NBS have assigned personnel
on a part-time basis. State has not participated on either a full or part-
time basis.
5. Your attention is invited to the fact that part-time representation
is generally unsatisfactory. Except in a limited number of cases when

particular expertise can be assigned a special task, much part-time partici-
pation is counterproductive: availability Is unpredictable; unbriefed sub-
stitutes cannot contribute; the time of regular staff members must be taken
to bring part-timers up to date; and continuity is lost requiring much back-
tracking.
6. Individual board members are requested to note this report and to
take such action as will enable the Staff to shake down with its full and
full-time complement now.
