1. The following is a report on photographic coverage of:
a. 168 priority targets in South China and North Vietnam;
b. Targets in Laos adjacent to the South China border;
c. Targets in the Sino-Indian border area.
South China/North Vietnam
2. Since the last report, the total number of priority targets
decreased from 176 to 168; and because five of these had been covered by
base line quality photography, that figure (see para. 5) is reduced from 123
to 118. The decrease was the result of deleting seven military barracks in
North Vietnam, four in the base line coverage category, and one in South
China. Base line coverage by egated military activity at the
South China target. The North Vietnam targets were no longer considered to
be priority objectives for reconnaissance from which possible CHICOM military
buildup could be detected. The vulnerability of these targets to U. S. air strikes
has caused a dispersion of associated activities and does not offer much potential
for the concealment of a CHICOM military buildup.
3. A ission and a BLUE SPRINGS mission were flown
during the reporting period against priority targets in North Vietnam. According
to field reporting, the provided coverage 25X1
of the Bai Thuong Airfield. The BLUE SPRINGS mission on hoto- 25X1
graphed six priority targets, but haze and clouds precluded readout.

previous reporting periods acquired surveillance coverage of nine priority
targets in North Vietnam. No base line coverage was reported during this
reporting period.

5. Tab A lists the 118 of 168 priority targets in South China and
North Vietnam now covered by base line photography and shows total coverage
as follows:
Column 4 - Base line coverage since 1 March 1966, shown
by date.
Column 5 - The number of times surveillance coverage has
been added to the base line photography.
Column 6 - Date of the most recent base line/ surveillance
quality coverage.
The map at Tab B shows the distribution of the 168 targets illustrating the
primary area for lines of communication by shading. The 118 targets listed
in Tab A which have been covered by base line quality photography since
1 March 1966 are shown by a black dot, the remainder of the 168 by a black
circle. Arrows indicate base line/ surveillance coverage added during the
reporting period -- for the actual date of the photography see underlining in
Tab A.

8. The map at Tab C shows both high and low resolution coverage of
targets in this area obtained since 18 October 1966.
