The Deputy Secretary of Defense and I have approved the recommendations of the Joint Imagery Interpretation Review Group. As you know, one of the Group's major recommendations is that USIB, as the authority responsible for monitoring and coordinating the im- plementation of a National Tasking Plan for imagery exploitation, establish an "instrumentality" to serve the Board in accomplishing this requirement. 2. I would like you to take the lead in developing a plan for this purpose and to submit this plan to USIB for its consideration. The plan should include the terms of reference for the "instrumen- tality" and a proposed DCID to describe its mission. Please con- sider ways and means to facilitate USIB's procedures and abilities to deal with all aspects of the imagery problem, including collection as well as exploitation. 3. Pending ultimate USIB approval of the "instrumentality, " there is a need to proceed to execute the National Tasking Plan for imagery exploitation. I have designated Dr. R. J. Smith as CIA's Senior Representative to work withi in this regard. You will, of course, stay abreast of their work as you develop'your proposal. 4. I am sending copies of this memorandum to the Deputy Director of Central Intelligence and to the Director, DIA and am asking that they extend to you any support and assistance you may require.
