Smith, Deputy Assistant Chief of Staff, Intelligence, U. S. Air Force, will be attending his first USIB meeting as an alternate for General Keegan. Item 1 Watch Report No. 1133 Draft by the Watch Committee to be circulated for USIB approval; Sponsor - Mr. Lehman Item 2 NIE on Prospects for Taiwan and the Chinese Nationalists BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Huizenga Mr. Huizenga is attempting to reconcile some differences on this estimate with State. A briefing memorandum will be provided to you prior to Thursday's meeting. Item 3 NIE on The Two Koreas BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Huizenga The estimate on The Two Koreas was initiated by ONE as part of the regular schedule. BNE advises that there are no reservations to the estimate but notes a possibility that DIA may express some misgivings on the proposal contained in paragraph 5$: "It is even conceivable that one or both (Koreas) might come to feel that the talks were jeopardizing military support felt to be essential." Mr. Huizenga expects to have more information on DIA's problem later in the week. Item 4 _NIE on Panama? Political and Security Factors Bearing on Canal Negotiations BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Huizenga BNE does not expect any dissents on this estimate which was requested by State. It was agreed that in lieu of making this type of judgment in a .national estimate, the subject would be treated in a separate BNE memorandum to USIB for noting at the same time as the Board considered the relevant estimate.
