S E C R E T Approved For R leease 2005/12/05 : CIA-RDP82M00097RQ02600170020-4 2 May 1972 MEMORANDUM FOR CHAIRMAN, USIB SUBJECT Secretariat Summary of USIB Agenda for 4 May Item 1 Watch Report Draft by the Watch Committee to be circulated for USIB approval; Sponsor - Mr. Lehman Item 2 NIE on Pakistan: Short- Term Problems and Prospects BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Huizenga This estimate was placed on the regular estimates schedule in response to an informal request from the Bureau of Near Eastern and South Asian Affairs, Department of State. Mr. Huizenga advises that the present draft is fully agreed to at the representatives level and that he expects no difficulty at USIB. Item 3 NIE on Prospects for Taiwan and the Chinese Nationalists BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Huizenga NIE 43-72 was initiated by ONE as part of the regular schedule. Mr. Huizenga advises that the only significant disagreement in the coordination was with the State Department. State argues that the estimate does not include sufficiently detailed discussion of the potential for upheaval and disintegration on Taiwan. State is preparing a footnote to one of the conclusions that will spell out the above differences. At the USIB meeting of 13 January 1972 Admiral Gayler requested that the Board consider estimative judgments regarding the future viability of US SIGINT installations in certain countries of the world as related to the political situation in those countries. It was agreed that in lieu of making this type of judgment in a national estimate, the subject would be treated in a separate BNE memorandum to USIB 25X1 fnr nrHnc of the Game time as the Board considered the relevant estimate.
