MEMORANDUM FOR CHAIRMAN, USIB
SUBJECT : DIA Member of USIB
1. Lieutenant General Donald V. Bennett, USA, who became
Director, DIA, on 22 September will attend this week' s USIB meeting. It
is understood that Admiral Bergin will accompany him.
2. In addition to welcoming General Bennett as the new DIA Member
of USIB, it is suggested that this would also provide an appropriate occasion
to note the retirement of General Carroll and express appreciation for his
great contribution to the Board and the intelligence community, as well as
extending best wi she s for the futur

MEMORANDUM FOR CHAIRMAN, USIB
SUBJECT : Secretariat Summary of USIB Agenda for 25 September
NOTE: All USIB Principals plan to attend this Board meeting
except General McChristian and Mr. Sullivan, both of whom will
be out of the city. Army will be represented for the first time by
Major General John F. Freund, new Deputy for Intelligence
Support in ACSI, and FBI by Fred Cassidy who is Sullivan' s
regular alternate.

Item 2 NIE on Prospects for the Dominican Republic
BNE draft coordinated with USIB Representatives; Sponsor -
Mr. Abbot Smith
There were no special problems in the coordination of this
regularly scheduled estimate with the USIB Representatives, and BNE does not
anticipate any particular difficulty at the USIB meeting. State' s Deputy
Assistant Secretary for Latin American Affairs expressed interest in having
this paper available at this time.
Item 3 NIE on Soviet Strategic Defenses
BNE draft coordinated with the USIB Representatives; Sponsor -
Mr. Abbot Smith
This major military estimate on the Soviet Union has been
scheduled for this week' s meeting in order to meet a PFIAB deadline of
1 October. Despite the numerous reservations taken by the USIB Representatives
BNE points out that only a few substantive issues are involved. These issues
are discussed in some detail in Mr. Abbot Smith' s briefing memorandum,
while Tab A attached thereto locates all of the reservations taken by the USIB
Representatives and summarizes the nature of the dissent.

Item 4 EXECUTIVE SESSION
The following subjects are scheduled for this executive session:
a. Review of Dissemination of National Intelligence Estimates
At the 28 August meeting you asked each USIB Principal to
examine the necessity for each current recipient of NIEs and SNIEs to continue
on the distribution list. You also asked the Principals to review the practice of
quoting from NIEs in less restricted documents or messages, particularly those
going overseas, and to consider whether there should be a mechanism to develop
ground rules and procedures regarding such quotations.
As you requested, Larry Houston' s memorandum on
this subject is included under Item 4. I have alerted him and Abbot Smith to be
available to attend this discussion unless you desire otherwise.
USIB Agency Members have also been requested by me to
provide advance notification of any specific proposals they plan to make on this
subject, but none have been received to date.
