Approved For Releasp.2005/12/05: CIA-RDP82g90947 Q F9"31-8 MEMORANDUM FOR CHAIRMAN, USIB SUBJECT: Secretariat Summary of USIB Agenda for 13 February Item 1 Watch Report Draft by Watch Committee to be circulated for Board approval; Sponsor - Item 2 NIE on Soviet Chemical and Biological Warfare Capabilities BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Abbot Smith This regularly scheduled estimate was requested by Director, DIA, on behalf of Army. It updates and supersedes NIE 11-10-63 (Chemical Warfare) and NIE 11-6-64 (Biological Warfare). This draft is fully coordinated and agreed at the USIB Representatives' level and the Army Representative states that his Principal' s requirement is well satisfied. BNE advises, however, that one point of substance may come up at the USIB. That is the clause (page 12, para. 23, 25X1 line 6) qualifying the estimate of the Soviet chemical stockpile. The estimate, is from the SIC and was based on capacity. The clause reflects a last minute NPIC revision downward of this basic estimate. SIC is urgently reconsidering its stockpile estimate in this light and may have a more definite figure to propose at the USIB meeting. BNE advises that precision in this matter is not of critical importance to the estimate, since all agree that the Soviets have a more than adequate stockpile. BNE explains that there is no separate statement of Conclusions on the grounds that it is obvious that the Soviets have a formidable CW capacity which they would use in a nuclear war and beyond this it was agreed that any conclusions would necessarily go into a level of technical detail better read in context. Item 3 SNIE on Brazil BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Abbot Smith The USIB Representatives met today (Tuesday) on this SNIE which was requested by Mr. Hughes on behalf of the Acting Assistant Secretary of State for Latin American Affairs. BNE plans to circulate an agreed draft of this paper late today or early tomorrow.
