S E C R E T Approved FoJelease 2005/12/05 : CIA-RDP82M000QZR002600200032-7 28 January 1969 MEMORANDUM FOR ACTING CHAIRMAN, USIB SUBJECT : Secretariat Summary of USIB Agenda for 30 January Item 1 Watch Report Draft by Watch Committee to be circulated for Board approval; Sponsor - Item 2 SNIE on Confrontation in Korea BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Abbot Smith Army requested this SNIE on behalf of Admiral McCain and General Bone steel. Coordination of this paper was achieved without major disagreements and BNE does not anticipate any particular problems at USIB. As a result of your request for a statement on the adequacy of intelligence on North Korea, the Post Mortem (attached to the BNE briefing memo) was prepared and coordinated at the same time as the estimate for Board consideration at this meeting. Pursuant to procedures established by USIB in 1965, the Post Mortem, if approved by the Board, will be circulated to USIB member agencies with a request that they "take such steps as may be deemed necessary, within their respective responsibilities and capabilities to overcome the deficiencies noted". In addition BNE recommends that, in view of the continuing study of "Intelligence Activities Against North Korea" by the CCPC, the Post Mortem be referred to that Committee. BNE is prepared to make this recommendation at the USIB meeting. Item 3 SNIE on Panama BNE draft coordinated with USIB Representatives for USIB approval; Sponsor - Mr. Abbot Smith This SNIE was requested by Mr. Hughes on behalf of the Acting Assistant Secretary of State for Latin American Affairs.
