BNE draft coordinated with USIB Representatives for USIB

This estimate, requested by Secretary Clifford, was
remanded by the Board on 31 October to BNE and the USIB Representatives when
it became clear that the proposed Army changes tabled at the meeting would if
accepted alter the basic thrust of the estimate. A cleanup session is scheduled
for this afternoon (Tuesday); BNE intends to circulate an amended draft later
today or early tomorrow. In the representatives meetings to date some changes
have been made, however, BNE anticipates that the Services will still submit
some dissenting footnotes. To date DIA has not taken any reservations. BNE
will submit a briefing memorandum on the substance of any dissents as soon as
possible after the cleanup session is completed.
