Approved E,r Release 2005/12/05 : CIA-RDP82M0Q 97R002600210029-0 S E C R E T 9 April 1968 MEMORANDUM FOR CHAIRMAN, USIB SUBJECT : Secretariat Summary of USIB Agenda for 11 April Item 1 Minutes and Associated Paper of 4 April Meeting Drafts have been circulated by the Exec Sec for USIB approval; Sponsor - Item 2 Watch Report Draft by Watch Committee to be circulated for Board approval; Sponsor - Item 3 National Intelligence Survey (NIS) Coverage Plan NIS Committee recommendation for Board approval; Sponsor - Mr. Brammell This paper is responsive to a 1965 USIB directive that the NIS Committee report annually on this subject. The plan proposed in this year's report is intended to replace the more limited 2-year production forecast formerly submitted for Board approval in previous years, and to be more responsive to basic USIB directives on the NIS Program. Mr.Brammell's memorandum points out that the proposed plan establishes NIS area priorities for the General Surveyswhich will continue as the primary unit of NIS coverage at the same production rate as in previous years. The production rates for supplementary topical coverage reflect some reductions, while reallocating more limited capabilities for concentration on more important topics. The new plan is summarized in more detail in Mr. Brammell's briefing memorandum for the CIA Member of USIB. The Chairman of the NIS Committee recommends USIB action along the following lines: a. Approve the NIS Coverage Plan as contained in the attachment as a long-range production planning guide to be implemented flexibly and reviewed annually. b. Note that the NIS Committee will discuss in its Annual Report to USIB any significant changes to the subject plan. c. Note that the NIS Committee will submit an annual production schedule to USIB before the beginning of each fiscal year. The changes in your draft (page 11, paragraph 11 and page 15, paragraph 16) are agreed at the Representatives' level. No significant substantive differences were encountered in the coordination of this paper and BNE does not anticipate any particular problems at USIB.
