Deputy Legislative Counsel
SUBJECT: Hill Notification of new Appointment
1. In response to your request, attached is a list of
Members who should be apprised of the pending appointment
of the new NIO: Chairmen and Ranking Minority Members of
all of our oversight committees, including Senate Foreign Relations,
and House International Relations Committees.
2. In the past, we have taken care of this problem by
notifying the principal staff officer of such committees, leaving
it to him to assure that committee membership is appropriately
informed. We would be pleased to do this in the instant case if
this would be helpful to Admiral Turner and, in any case, with
his approval we would like to notify these individuals so that they
are not blind sided.
3. It has not been past practice to notify the leadership
of each House on such matters. I don't see how it could hurt and
it might help, unless our committee chairmen feel we are dealing
over their head. Again, I think that we should give equal attention
to both sides of the aisle.
