to'Washington of the delegates to the 1978 United
States Senate Youth Program. It will be a pleasure
to meet with these young leaders of tomorrow, and
I have written Charles Gould advising him of my
acceptance. -
Thank you too for your interest in the youth
of our country and for the fine work the Hearst
Foundation is doing to further their understanding
of the mechanisms of American government.

.remarks on my talk at the Commonwealth Club last
August. Thanks too for inviting me to participate
in the program which the Foundation is arranging
here in Washington for our nation's future leaders.

of young people, and I have set aside Tuesday,
January 31, at 3:30 p.m. for their visit here.

Dear Admiral Turner,
I know our old Navy type, Charles Gould, has
asked you to provide a CIA briefing for the 102
bright youngsters who will be in Washington the
week of January 30 as delegates to the 1978 United
States Senate Youth Program.
These high school juniors and seniors come
from the 50 states and the District of Columbia
and have already proved their intelligence and
leadership abilities.
They comprise an outstanding pool, of talent.
I know, therefore, that they will greatly benefit
by any message you wish to give them.
Our Foundations have been privileged to finan-
cially sponsor the Senate Youth Program since its
inception in 1962. Each year, it has received the
unanimous endorsement of the Senate.
I join with Charles in hoping that you will
add an important dimension to the Washington week
of these talented students by providing them with
a briefing at your headquarters on Tuesday, Janu-
ary 31, at 3:30 p.m.
I look forward to hearing from you, and thank
you for considering this request.

As a member of the luncheon committee of the Commonwealth Club of
San Francisco, I was pleased and impressed with your recent remarks
before our group. You treated sensitive matters in a sensible and
responsible manner.
The capacity audience was with you all the way. No one left the
crowded room until you had answered the final question- That is
not usual.
During my years in the Navy - WW 11, Korea and a brief tour of
Vietnam - I followed your career and, therefore, cheered when you
were appointed to your present high post.
With some in the press and in high places on an ""openess" crusade,.
the appointment of a less strong individual might have reduced our
intelligence system to a shambles.
Without clouding the sincerity of my opening paragraphs, let me
plunge into the primary purpose of this letter.
On January 30, 1978, at the invitation of the United States Senate,
102 of the country's brightest high school students will visit the
nation's capital for a week of intensive exposure to the intricate
mechanisms of our governing system.
We hope you will participate in this Program, which has been fully
funded by our Foundation since it was approved by the Senate in 1962.
These students - two from each state and D.C. -- have been chosen by
educators for their outstanding ability and demonstrated qualities
of leadership.

The agenda calls for talks with President Carter, Vice President
Mondale, senior Senators, Cabinet leaders and Department heads.
Last year, a highspot of the Washington week was a visit to CIA
headquarters with the briefing by the Acting Director.
This year's group has high hopes that they, too,can visit your
headquarters and be the beneficiaries of your remarks. I hope,
therefore, that you can carve time from your difficult schedule
to invite them for Tuesday, January 31 at 3:30 p.m.
If you are able to arrange this meeting, I know these leaders of
tomorrow will carry positive impressions about the CIA to the far
corners of our nation.
I hope that you will have a member of your staff contact Miss
Kathy Joseph, director of the Program, to let us know that you
will be able to participate.
