Representlave a lnney (R., Conn. ), called Susan McMains
and asked for two copies of the report released recently that the Director
gave to the Joint Economic Committee. I left word for Marion to call
so I could get further details. She had not called back by the end of the
day.
10.1 ADMINISTRATIVE DELIVERIES Per
her request, mailed the Agency publication entitled "Research Aid -
The Soviet Grain Balance, 1960-73" to Ann Woodbridge, on the staff
of the Office of Technology Assessment.

I called Cliff Fowler, GAO, as agreed, to advise him that we had decided

to divide our res onse to several questions he had lodged at his 1 November
riefing nto two parts. This would mean that the first part
of our response could be ready for him as early as 18 November, but it
was made clear that this was not certain. Mr. Fowler thanked me for
the assistance, and we agreed to remain in touch so that we could make
an appointment for our next meeting.

call from John W. Nields, Jr., Chief Counsel, House Committee on
Standards of Official Conduct. Mr. Nields wished to respond to my
question as to whether it would be feasible for the Committee to advance
funds to CIA to cover the travel of interviewees, and to have CIA bill
the Committee periodically for this travel. Mr. Nields advised me that
he had checked and found that it would not be feasible for the Committee
to advance the funds, but it is practicable for CIA to bill the Committee
anonymously (the names of interviewees would not be included) and the
Committee would reimburse CIA periodically for travel already completed.
I checked this out with Office of Finan e, with 25X1
whom I had discussed Le ma er earlier. continues to 25X1
believe that it would be better if the Committee would advance the funds,
but says the system can be made to work the other way around if necessary.
While Mr. Nields had me on the telephone he said he was interested
in acquiring a listing from us of cleared HCSOC staffers. I agreed to furnish
him with this, and we exchanged several telephone calls in the course of
the day on this matter. Mr. Nields now appears to have all the current
information he needs on security clearances.
