Approved For Release 2005/12/05 : CIA-RDP82M00345R000700040082-5 Approved For Release 2005/12/05 : CIA-RDP82M00345R000700040082-5 On behalf of Glenn Kanemo Davis, I write to request a copy of each and every record and/or document and/or infor- mation listed below: (1) Regulations, standards ani r statements of policy controlling each and every one of the he ein designated agency's decision(s) to grant or deny permission for persons to go to the Island of Kahoolawe, County of Maui, State of 1-11awaii, Iron February 20, 1953 until the present; (2) Records, correspntidence and any and all other documentation involving requests to go to the Island of Kahoo- lawe, County of Maui, State of Hawaii, from February 20, 1953 until the present; (3) Records, correspondence, tabulations and aiy and all other documentation relating to the final disposition of said requests -- actual denial, or granting of.permission to go to the Island of Kahoolawe -- from February 20,.1953 until the present; (4) All documentation relating to the use of the Island of Kahoolawe by the Navy since 1941, including-but not limited to: (a) The frequency of use, the number of per- sonnel, ships, aircraft and ordinance used on Kahoolawe, and the specific dates and times thereof; (b) The cost's involved in each and every above-mentioned utilization; (c) The efforts made by the United States Govern- ment since February 20, 1953 to find an alternative to contin- ued use of the Island of Kahoolawe; (d) Reports, analyses and any and all other documentation related to the necessity of continued use of the Island of Kahoolawe by the Navy including but not limited to all underlying data used as a basis for the decision that continued use of the Island of Kahoolawe=has been necessary from February 20, 1953 until the present by the Navy; (e) All communications from the Executive De- partment (Governor) of the State of Hawaii, the State of Hawaii, and any department thereof, and any other political subdivi- sion of the State of Hawaii or. its representatives to the United States Government and/or any of the above-designated agencies, and any and all communications from the U.S. Gov- ernment to the State of Hawaii and its representatives as above-referenced, regarding the Island of Kahoolawe, or the continued use thereof by the U.S. Government and its agencies ,and departments, from 1953 to present. (5). All reports of physical or mental examinations, and of scientific tests or experiments, or copies thereof, which are in the custody, possession or control of any of the adressees herein, related to the use and disposition of the Island of Kahoolawe, including but in no way limited to tests' or experiments relating to the use of the Kahoolawe and the continued need for such use from 1939 until the present; 2 Approved For Release 2005/12/05 : CIA-RDP82M00345R000700040082-5 Approved For Release 2005/12/05 : CIA-RDP82M00345R000700040082-5 (6) Records.of any and all persons of civilian status located and/or found upon the Island of Kahoolawe, County of Maui, State of Hawaii, or located, found or discovered in or about the surrounding waters of Kahoolawe,--from 1953 until the present; (7) The logs of all U.S. Coast Guard cutters that have patrolled the waters in and around the Island of Kahoolawe from 1953 until the present;. (8) Any and all administrative staff manuals, instruc- tions, and policy statements and, directives to staff of each and every one of you which in any way-relates to the disposition of individuals found upon the Island of Kahoolawe or its sur- rounding waters and/or to individuals arrested for trespassing in such areas, from 1953 to the present; (9) Any and all administrative staff manuals, instruc- tions, policy statements and directives to staff of each and every one of the herein designated agencies which in any way relates to Glenn Kanemo Davis, the Hawaii-based organization known as the "Kahoolawe Ohana," and/or to any known member of the "Kahoolawe Ohana. As you know, the amended Act provides that if some parts of a file are exempt from release that "reasonably segregable" portions shall be provided. We therefore request that, if you determine that some Ror'ti.ons of the requested materials are exempt, you provide us immediately with a copy of the remainder of the materials. We, of course, reserve the rights to appeal any such decisions. .If you.determine that some or all of the materials are exempt from release, please advise us as to which exemption(s) you believe covers the material which you are n,2t releasing. We are prepared to pay reasonable costs for locating the requested files and/or materials and reproducing them.- However, the.amended Act permits you to reduce or waive the fees if that "is in the public interest because'furnishing the information can be considered as primarily benefitting the public." We believe that this request plainly benefits that category and ask you to waive any fees.
