Approved For Releaa 2005/05/23: CIA-RDP82M00531 R00: 40 _6_08' 6` 20 August 1973 MEMORANDUM FOR: Dr. Martin SUBJECT: Your conversations with Wheaton Byer, PFIAB, and Mr. Colby's note (attached) inquiring whether IRAC should have a coordinated position on COINS prior to the 6 September PFIAB meeting Jack, I have conferred with Mort Goulder, who supervises the person on Hall's staff carrying the responsibility for ASD(I) as COINS Executive Agent. Mort has conferred with Hall and they are pre- pared to give the Technical Group of the PFIAB the progress report on COINS to which Byer refers. In general, ASD(I) and Goulder feel the COINS program is well in hand. The Director will recall that Hall was asked at the last IRAC to provide comments on progress. Goulder and his people are willing to brief you on the words they plan for PFIAB, and Mr. Colby as well if this would be helpful. I do not believe there are any disconnects. Goulder has talked with Baker and clearly understands what is required. As concerns the substantive issues on COINS, he also understands that this boils down to COINS' usefulness to analysts dictating how far and how fast the hardware should be pushed. As you know, there are some differences on this question, but I am convinced that ASD(I) is aware of these and _ can reflect objectively if Baker & Co. pursue that side of the question.
