Community computer based information exchange system.
A community computer based information exchange system
was directed by the PFIAB in 1965 and has been under development
since that time. The principal effort has been on the COINS experi-
ment undertaken by NSA with community participation. Now in a
semi-operational state, the COINS development has been and is
plagued by problems in hardware, software, security, standardization,
data base development, communications and money, among others.
a. To determine intelligence community substantive require-
ments for a computer based information exchange system.
b. If there is a requirement for such a system, to determine
how it should be programmed, funded and managed.
