MEMORANDUM FOR THE RECORD
SUBJECT: Meeting Between Mr. Colby and Mr. Bridgewater
Re Goals and Objectives
1. At 1000 on 25 May in the DCI Conference Room,
Mr. Colby (and staff) met with Mr. Bridgewater, Associate
Director, OMB (and staff).
2. Mr. Bridgewater said the three purposes for calling
the meeting were:
a. a general get-together to meet Mr. Colby.
b. a discussion of the preparation and review
of DCI Goals and Objectives for the entire intel-
ligence community.
c. a discussion of any problems or major
obstacles in carrying out the DCI role.
3. There was a brief colloquy on the deadline for submitting
the objectives paper. Mr. Bridgewater recognized that the Water-
gate inquiry has upset the original schedule. He said there was no
real time pressure, but he would like to get the paper by mid-June
or as soon thereafter as possible after Mr. Colby's confirmation
and swearing-in. He said Mr. Colby should sign (not the present
DCI) because a large part of the value of the process is an under-
standing and acceptance of the goals /objectives with the follow-on
focus on accountability. Mr. Colby agreed.
4. Mr. Colby said he favored a few "short punchy goals"
not intended to cover everything or be a community job description.
He thought that NSCIC or Dr. Kissinger should see and approve

the Goals /Objectives or at least those pertaining to substantive
intelligence matters. Mr. Bridgewater agreed that this would
be ideal, but indicated that Dr. Kissinger was so busy and away
so much that they had had no luck in getting together with him.
He said further that by mid-June they should have a clearer
picture of the NSC role. Hopefully, NSC can review and approve
before the objectives paper goes to the President.
5. Mr. Colby talked for a few minutes about his general
feeling about changes in requirements and emphasis in the
intelligence community noting:
a. the need for strategic warning;
b. the decreasing need for order of battle
type of intelligence;
c. the increasing need for attention to foreign
research and development to preclude technological
surprise;
d. the necessity to be in a position to assure
the President that we can monitor SALT agreements
in being and possible MFBR agreements that may be
agreed in the future;
e. the possibility of stretching out some collection
efforts (satellites) and perhaps delaying some new
starts; and
f. the new targets which were briefly mentioned
as international economic matters, narcotics, and
terrorism.
Mr. Colby then spoke of the need for improved analysis and
development of new techniques. He mentioned the current
satellite experiment on crop forecasting.
6. Mr. Bridgewater mentioned a letter that would be
coming to the Agency from Peter Flanigan proposing an economic
data bank containing grievances that U. S. companies have against
foreign governments. Mr. Briggs pointed out the need to protect
the proprietary interest of companies and not give advantage to
one. The letter apparently had not been received in the Agency --
at least no one here knew of it.

7. At the conclusion of the meeting, the mid-June date
was repeated as the time for submitting the Goals /Objectives
paper to OMB assuming that Mr. Colby has been confirmed
and sworn-in. A copy of the latest draft of the paper was
given to Mr. Donahue with the notation that Mr. Colby had
not seen. Mr. Bridgewater asked that they be given an
informal preview of the final paper before it is sent to OMB.
