Attached is a memorandum outlining an IC proposal for addressing the problem which is the subject of your meeting with Lukasik, Marshall and myself. Appended to it ore some previous memoranda leading up to the meeting. 2. While the main topic of the meeting will undoubtedly be the R&D on quantitative analytical methodology, Bayesian theory, etc., a second matter should be considered which is the external research of substantive intelligence matters. The IC has been exploring the possibility of contracting for such analytical research through a collegium of USIB principals and other interested agencies, such as ARPA. Our objective is to avoid duplicative efforts and the stigma on analytical work that results from its being sponsored by a single agency (for instance, the three or four Air Force contracts for analysis of the radius of action for the BACKFIRE bomber, whatever their actual value, are suspect of bias). The IC staff has been active in an effort to get a pilot substantive research effort by Stanford Research Institute on comparative Soviet and Free World economics and Soviet total strategy handled in a collegial fashion. Fundin for the effort is expected from Air Force, Army, ARPA and possibly CIA. 3. Our solution to the prime question of coordinated research on analytical methodologies covers the above question as well. S1GNE Daniel 0.
