The past several years have seen the growth of both a dialogue and institutional efforts to improve analytical methodology and substantive external research in support of intelligence. Mr. Andrew Marshall has long been a leading proponent of these efforts. ARPA, under Dr. Lukasik, has also strongly supported this growing program in both analytical methodology development and substantive external research. In CIA the recent formation of the Center for the Development of Analytical Methodology in the Office of Research and Development is another step in this direction. 2. It has been obvious for some time now that greater coordination is required in this area. For example, Dr. Lukasik recently organized a Stanford Research Institute Strategic Studies Center Users Group in the expectation that coordination of the sponsored activities vis-a-vis this contractor would benefit the government. I participated in the last meeting of this group at which were present representatives from Department of Defense, State Department, and CIA. At that time I suggested that a collegium of such sponsors and users might well be formed to look at the entire problem of substantive external research and analytical methodology development. 3. I have discussed this with George Carver and he agrees with this approach. What I am recommending is a joint USIB/IRAC working group chaired by a member of the IC Staff with NIO representation as well as representation from State., DIA, NSA, ASDI, and ARPA. The purpose of this working group would be (a.) to make all of the members aware of the current efforts in each of the agencies on both analytical methodology development and substantive external. research; (b) to assure that adequate means are available for the transfer of the 25X1 Approved For Release 209$/Q;:{34, ?; I RQP82M00531 8000400150002-7 Approved For Release 2005/03/24: CIA-RDP82M00531 R000400150002-7 -applications of analytical methodology developments to the operating production organizations; (c) to assure that adequate training programs are established; (d) to coordinate such activities with the REID Council of IRAC; (e) to coordinate substantive external research efforts with the Subcommittee on Foreign Affairs Research (USC/FAR) of the Undersecretary?s Committee of the 'National Security Council; (f) to recommend new areas of research in both efforts.
