System (INIS) THE TROBLEM 1. To provide active IC/Data Support assistance to the DIA :rojeot Team developing the DIA Intelligence Management Information System /MI3). FACTS BEARIOG (Ti THR PROBLEN 2 As follow-on to a November 1971 CSD(I) initiative, DIA/DP was tasked to develop an intelligence management information system for the (I/SRV and to aupport ASD(I) program review and management activities. DIA s now entering the advanced stage of design for a system to support operations and resources management. 3. This system (1)48)11111 tie together a variety of DIA fUnctional and administrative management systems and relate them to the objectives and priorities in .78X Annex A, the ODIP and SRV Structures, and the CIRIS, LMIS will interrelate, by means of a common management language, certain existing information gyetems now used for operations and resources management within the DIA Directorates. IMIS will provide DIA standards end definitions for common functional, subject and geographic categori s. 4. The IMIS structure will support the resource review process and will provide a base for the 4evelopment and review of resource milestones leading to the actual appropriate resource level for each GDIT*Wenit/ activity. Piet major programing and budgeting events are identified -- January FYDP; (2)POP (a proposed new form of DIA program guidance to the Services and Commands); the Service PON; GDIP (the D/DIA program proposal to ASD(I); and the OSD eDM. The IMIS will be updated for each of these events. Data will be collected once a year froa its and activities in the field and submitted through Commend and Service channels; the other four updates will be accomplished by DIA irogren Element Managers in coordination with their Service counterparts. 5. The INN is to be computer-driven. As IMIS progresses, however, problems regarding interface between DIA ami DCI (CIA) computers, equipment end files will have to be solved. It would be desireble for DCl/IC Data Support Grou to maintain teehnical liaison to solve these problems as they arise. 15. The proposed 'BAC Management Information Working Group ()TWO have a role in monitoring MIS developaent in a community content. IMI first a DIA tool for the amazement of the GDIPARY and for DIA operations. CONCLUSICKS 16. INI is a construetive development. If suezessful t will make important contributionsto aDrP/aRvaanagement and to the intel1iisecce commun- ity coordination and review processes. The development of DI'S ahould be encouraged an* supported by the DCI and the IC Staff. 17. Approve the above conclusions and autherise IC Data Sapp-eft Group to init ceetinuing technical liaison with DIA/DP and the IMIS Project Team, and (2) actively support the development of substantive and computer aspects of IMI8 that relate to the interface of IN78 with CIRIS mod other evolving csammity amagement infOrmatieo sechanisms.
