Principal Activities, FY 1973
1. Major Developments. The primary focus of COMIREX
during FY 73 was on providing coordinated collection and exploitation
guidance for all photo-satellite missions and other nationally tasked
assets; on consolidating and updating USIB standing requirements
(objectives) for overhead imagery; on implementing various aspects
of community planning n performing several
special studies; and, generally, on fostering exchange of data and
coordination of effort related to overhead imagery at the national level.
Major Accomplishments and Failings
a. The consolidation and update of standing USIB
requirements (objectives) for imagery satellites was carried
up to and through initial drafting and preliminary community
coordination in FY 73. This complex undertaking has taken
longer than planned--it is scheduled for completion by late

d. An interagency COMIREX task force, chaired
by DIA, performed a comprehensive study of requirements
land prepared a report in support of NRP
e. Projections of satellite imagery requirements for
the period 5-15 years in the future were developed for use in
NRO planning
f. The requirements for satellite imagery needed
to support DoD mapping, charting, and geodesy (MC&G)
needs over the next five years were reviewed comprehensively
and issued as a formal basis for NRP planning and operational
guidance.
3. Significant actions involving new or improved community
coordination procedures included:
a . Development of techniques to measure performance
against collection objectives. In conjunction with NPIC,
development is continuing on new community criteria and
standards for evaluating image quality and coverage accomplish-
ment reporting. This activity is related both to SALT monitoring
requirements and improvements in collection system performance
evaluation and operational efficiency.
b . COM]:REX is continuing to foster the development
and dissemination of data concerning imagery collection and
exploitation among all relevant community components to assure
community-wide visibility of the collection assets in relation to
the intelligence problems against which they are directed.

C . The Committee is broadening its interaction with
economic intelligence components to foster the application of
overhead imagery to economic intelligence problems as well
as the traditional military intelligence problems.
4. The Outlook. Upcoming actions of particular importance
during FY 1974 are as follows:
a. Complete the consolidation of standing search
and surveillance imagery collection guidance for review
and approval by USIB and transmittal to the NRO as formal
community guidance (objectives) for five-year NRP planning
purposes.
b. Continue the coordination and expansion of basic
documentation on argeting, exploitation,
processing, and data handling concepts as inputs to detailed
user-community planning for this I system.
c . Major continuing review of the outlook for imagery
collection and exploitation over the next five years and beyond,
with emphasis on intelligence-problem orientation, for use in
evaluating the planning mix and future launch rates.
d. COMIREX will be responsible for developing the
detailed procedures to be used in implementing current proposals
for downgrading and decontrolling from the TALENT-KEYHOLE
Control System some aspects of satellite imagery and derived
information.
