A recent review of. the Appropriation section of the proposed lezislation indicates that it would be proper to add two specific authorities. One would provide continuing from the last word of Section 5(b), "Expenses of travel in connection with, and expenses incident to attendance at meetings of professional, technical, scientific and other similar organizations when, in the judgment of the Director, such attendance would be of benefit in the' conduct of the work of the agency." The Finance Office has recently informed us that difficulties have been experienced with such expenses which would be obviated by the above language. 2. The original Appropriation Section was drafted prior to the Federal Tort Claims Act of 1946, and no provision was made therein for appropriations to be used in settlement of such claims. That Act provides in part/78 U.S.C. 921(c)7 that any award or compromise shall be paid out of appropriations that may be made thereforiwhich appropriations are authorized. It is suggested, therefore, that after the provision quoted in pi ragraph 1, the following 'provision. should be added to Section 5(b) of the proposed legislation, "award, compromise or settlement of claims under the provisions of the Act of August 2 1946 Z-60 Stat. 843, 28 U.S.C. 9217. Appropriations: (a) There are hereby authorized' to be appropriated such sums as.may be.necessary to carry out the provisions of this Act, including (b) Personal services and rent at the seat of Government and elsewhere; preparation and transportation of the remains of officers and employees who die abroad or in transit, while in performance of their official duties, to their former homes In this country or to a place not more distant for Interment, and for ordinary expenses of such interment; rental of news-reporting services; purchase or rental and operation of photographic,, reproduction, cryptographic, dupli- cation - printing machines, equipment and devices and radio-receiving and radio-sending equipment and devices including telegraph and teletype equipment; purchase, maintenance, operation, repair and hire of passenger motor vehicles and aircraft, and vessels of all 'kinds; printing and binding; purchase, maintenance, and .cleaning of firearms; expenses of travel in connection with, and expenses incident to attendance at meetings of professional, technical, scientific and other similar organizations when, in the judgement of the Director, such attendance would be of benefit in the ,conduct of the work of the agency; award, compromise or settlement of claims under the provisions of the Act of: August 21. 2.90 (60 Stat. 843, 28 u,s.c..921). ^ - 9 - Declassified and Approved For Release @ 50-Yr 2014/04/24: CIA-RDP82M00546R000500050004-2 f. SEPARABILITY OF PROVISIONS Sec., 6. If any provision of this Act, or the application of such provision to any person or circumstances, is held invalid, the remainder of this Act or the application of such provision to persons or circumstances other than those as to which it is held invalid, shall not be affected thereby.
