1. Panel #1 met on 5 February 1979 with the following
in attendance:

2. This initial meeting focused on reviewing requirements
and benchmark dates for completion of activities. A copy of the
draft control system manual was distributed to all. members and
an explanation provided as to the rationale behind some of the
features included in the manual. Emphasis was placed on the
goal of compiling and publishing an unclassified document, if
at all possible. The group was reminded that we are working
under a deadline of 1 April 1979 for preparation, review and
submission of manuals for government and industry.

3. In view of the short fuse for the completion of our
tasks, it was agreed that we would meet each Tuesday morning,
with sessions alternating between Langley and the Pentagon,
until we have finished our work. Members were asked to review
the strawman version in their Agencies and be prepared to dis-
cuss it next week philosophically and, if possible, to move
to section by section or possibly line by line review. Members
were also asked to consider whether we should include a defini-
tion glossary. If we conclude such is necessary, a sub-panel
will be established to develop such a lexicon.
4. Members were apprised that Panel #1 had been assigned
the task of studying the feasibility of a common badge system
within the Intelligence Community which would be used as a
verification of, at least, product accesses within the APEX
system. of I)IA will lead a sub-panel
to study this problem. and CIA will also provide member-
ship. The sub-panel has been instructed to report back its
recommendations by 28 _Februa1979.
