1. Maynard Anderson called and said that he has received
the DCI Guidance papers on E.O. 12065 and Admiral Murphy thinks
they are "super". Unfortunately, the Cryptologic Agencies in
DoD have received guidance from NSA that says all COMINT is
foreign information and thus does not have to be reviewed
until 30 years from origin per E.O. 12065. This conflicts
with DCI guidance. Anderson, for Admiral Murphy will be sending
you a request asking that SECOM_Compartmentation Subcommittee
try to straighten out equities. It is proper request for
SECOM, and, we can handle. (C)

a rather detailed Executive Summary which presents a more
balanced and documented case. said he would try to 25X1
use it. The DInvestigation Briefing, scheduled as a
special SECOM meeting this week is drawing considerable
attention from members, We had to book a bigger room and 25X1
change the time. It is now set for 1330 hours, Wednesday, 31.
