The initial tasking included a study of the scope and. time span of U.S. government background investigations, since there was no minimum standard other than for DCID 1/14. In STAT 1. The Investigative Standards Working Group (ISWG) was established in May 1976 and was Chaired by the State Department representative. Membership on theISWG included representa- September 1976, the CIA representative was made Chairman of the ISWG and was tasked with making recommendations for minimum standards for investigative coverage for the protection of intelligence sources and methods. 2. During 1977, the ISWG undertook a survey of the effective- ness of background investigations and began the task of establish- ing adjudicative guidelines. The ISWG was again chaired by the State Department representative during 1977 and. he continued through 1978 as Chairman. Membership expanded during this time to include representation from all current Intelligence Com- STAT munity Departments and Agencies. 4. In April 1978, a sub-group of the ISWG was established to draft a paper on standard adjudication. guidelines for IC member organizations as applied to DCID 1/14 cases. This draft took form over the year and by November, 1978 as presented to the SECOM. The editorial changes were made and the draft was submitted to the Executive Secretary of the Intelligence Community for adoption in December 1978 as Annex A of DCID 1/14.
