1, Per your assignment, I have formed a Working Group
representing the NFIB to participate in the task of reviewing
security standards for personnel clearances associated with
NFl material. Representation was present from DIA, CIA (also
CIA/OGC), State and Justice. Representatives from OSD and FBI
have agreed to participate, but did not make the first meeting
which was held on 5 January 1979.
2. The scope of the task was discussed. It was agreed
that this Working Group should consider establishment of a
standard personnel security criteria for access to NFI material
both compartmented and non-compartmented. It was agreed that
DCID 1/14 should remain as the criteria for personnel access to
compartmented material (SCI). Four options were surfaced for
approaching the establishment of security standards for access
to non SCI intelligence. They are:
4 Establishment of a DCID or NFIB guidelines for
the protection of sensitive intelligence sources
and methods which would govern the security
standards required for access to national foreign
intelligence information as is required by Executive
Order 12036.
e The possibility of establishing a single security
standard for personnel clearances for SCI as well
as national foreign intelligence information dis-
seminated at standard levels of classification.

? The possibility of incorporating the requirement
for a polygraph examination in the security
standards for personnel clearances.
? A consideration for"establishing a single govern-
ment wide security standard for personnel clearances
for the standard levels of classification which
would be accomplished through a revision of
Executive Order 10450.
3. Schedule of meetings.
Aware of the deadline for completion of these efforts
and submission of a product, I have scheduled intermittent
meetings of the Working Group. The next meeting is scheduled
for early February. In the interim, efforts are being directed
to secure an analysis of the ongoing survey. With this in hand,
a draft proposal will be prepared for standards and procedures.
During February and March, the Working Group will meet as neces-
sary to arrive at a majority position. Recommendations will be
forwarded to you by mid-April. STAT

PRELIMINARY COMMENTS STAT
After introduction of all members present, the Chairman
briefed the Working Group on the tasking resulting from
NFIB Working Group on Compartmentation. The changes
propose by the Group will result in significant quantities
of intelligence material, formerly protected by compartmentation
procedures, being disseminated at standard levels of classifica-
tion. The need for protecting the sensitive intelligence sources
and methods involved in such dissemination highlights the need
for establishing minimum standards for access to all such
national foreign intelligence material released under (non-
compartmented) standard levels of classification. The CIA Act
of 1947 and E.O. 12036 charge the DCI with protecting intelligence
sources and methods and with establishing security standards for
access to intelligence information.
It is necessary to create a security standard somewhat less
than DCID 1/14 which will be applicable to anyone receiving
access to national foreign intelligence information either within
or outside of the Intelligence Community. One suggestion was
for a new DCID. It would be based upon the investigative stan-
dards to be determined from the results of the investigative

survey being conducted. by the SECOM Investigative Standards
Working Group (ISWG.).
Additional items currently understudy by SECOM Working
.Groups which can be included in the proposed DCID are the
Adjudicative Standards and the Appeals Procedures which are
being drawn up for DCID 1/1.4..
A new DCID would also need provisions for an indoctrination
and secrecy agreement, a reinvestigation program and a
termination debriefing and secrecy reminder.

WORKING GROUP CONSIDERATIONS AND PROPOSALS
1. Create a new DCID setting the Security Standards for
access to all non-compartmented national foreign
intelligence information for the protection of
intelligence sources and methods.
2. Consider the establishment of a "single standard"
for access to both SCI and non-compartmented in-
formation if the results of the ISWG survey provides
a basis for such.
3. Consider the possibility of use of the polygraph in
the Security Standards for access to.
4. Consider the establishment government wide of a "common
standard" for personnel security clearances through a
revision of Executive Order'10450.

material, the DCI is satisfied with the current
DCID 1/14 standards and therefore the Working
Group should direct its efforts toward the non-SCI
material..
