Gambino Chairman Security Orientation for Senior Officials STAT 1. Senior national security officials and their staffs have extremely broad access to sensitive information and regular contacts with the press. They also have very busy schedules and must frequently deal with matters in a crisis atmosphere. These factors make their security consciousness a matter of concern. Yet these officials often lack intel- ligence experience which could give them an instilled feeling for good security to help them safeguard national security in fast breaking situations. 2. 1 request that you, in conjunction with your working group, draft a security orientation program for such officials. This program should: a. Be very concise so as to meet the time constraints of such officials. b. Provide effective guidance on why we need to and how they can safeguard. intelligence sources and methods during open discussions, on national security matters. c. Alert recipients to telephone security hazards (perhaps this can tie in to an abbreviated version of NSA's videotape film on that subject). Tell recipients how and where they can get prompt security review of sensitive information they may need to discuss with uncleared persons. e. Provide officials with a single point of contact for security advice that can respond immediately to their needs. f. Advise recipients of what we need from them on a continuing basis in order to provide them good security support. 3. Please provide a draft program for my consideration not later than 30 March 1979.
