SUBJECT: DoD Survey
1. In accordance with your request, on 27 December
1978 I met with Mr. James Lester Wolbarsht, Consultant, Office
of the Secretary of Defense. The meeting and subsequent con-
versations relating thereto were held in connection with your
scheduled meeting with Mr. Wolbarsht in your office at 1400
hours on 10 January 1979.
2. Mr. Wolbarsht is the civilian consultant to a study
group under retired MG Theodore Antonelli, who reports to Mr.
Duncan, Deputy to Secretary Brown. Wolbarsht's assignment
includes, among other things, the examination of the mission,
performance and organization of the Defense Investigative
Service (DIS). I will discuss specific recommendations under
consideration when we meet privately prior to your scheduled
meeting with Wolbarsht on 10 January 1979.
3. Mr. Wolbarsht is desirous to discuss this matter
with us and the FBI (I will meet with him and Dave Ryan on
4 January 1979) to gain background. information to make an
assessment of how the DIS performs its mission; whether the
mission assigned to DIS adequately meets the needs of DoD;
and as a basis for making recommendations pertaining to the
possible reorganization of such missions and organizations
within the DoD.

4. Mr. Wolbarsht has met with the Chiefs of the various
DoD security components concerned. Other than that he has
very limited knowledge of security requirements. He is,
however, a very well educated young man and apparently sincerely
believes that DoD security policies and procedures need strength-
ening. He was aware of the requirements of DCID 1/14 and is
aware of the pending and previous investigative surveys con-
ducted by SECOM. He requested a copy of the July 1977 Investi-
gative Standards Working Group Survey Report; the CIA. Survey
Report of May 1977 (classified CONFIDENTIAL because of the
proprietary information included therein) and a copy of the
current survey when completed. He plans to use the current
survey to make a comparison between FBI, CIA and DIS reports
to determine, if possible, the efficiency of the DIS reports
for developing derogatory information.
