MEMORANDUM FOR THE RECORD
SUBJECT; Potential Conflict in Telecommunications Security
Policy Definitions and Computer Security
Responsibilities of CSS.
1. The undersigned received a call from ',fr. James
Studder, Army member of SECOM/CSS regarding definitions
associated with Telecommunications Security Policy Directives.
Mr. Studder had recently obtained Telecommunications Policy
documents which identified Computer Security as a' part of
Telecommunications Security. The documents Mr. Studder
referred to are understood to be DoD documents.
2. Mr. Studder queried if I was aware of any change
of responsibility for Computer Security which would place
it under the Communication. Security jurisdiction. My
response was no, I was unaware of any such action.
3. Mr. Studder did not have all the background material
on this concern at the time of the call, but would attempt
to collect this as soon as possible to determine the root
of the definition.
4. The undersigned suggested two courses of action to

r. Studder.
a. This should be presented to the CSS-CAR Policy
Working Group for action.
b. The topic should be placed on the Agenda of
the next CSS meeting - 22 November 1978.
Mr. Studder agreed.
